Construction is a large category in public procurement, bought by national ministries, municipalities, road authorities and state-owned enterprises alike. As of 1 October 2026, there were 45,067 open construction tenders worldwide. These counts change daily as notices are published and deadlines pass.

An open tender here means one published on an official procurement portal whose deadline has not passed. Where a notice states no deadline, it counts as open if it was first seen within the last 60 days. Keep that definition in mind when you compare the numbers below.

Where the demand is

Construction tenders are spread across 149 countries with at least one open notice. That breadth is useful for suppliers who can work across borders, but a large share sits in a few countries. The five countries with the most open construction tenders together account for 17,479 notices, or 39% of the worldwide total.

Brazil leads the ranking, and almost all of its notices come through the national PNCP portal. India follows closely, with almost all of its notices in the source ScoutTide lists as India CPPP. In Germany, the Germany Vergabe source accounts for 1,865 open construction tenders, about half of the country's total. Almost all of Ukraine's notices come through ProZorro, and almost all of the Philippines' through PhilGEPS.

The flow of new work is heavy. In the seven days before 1 October 2026, 38,692 new construction tenders appeared across these portals. That is a reminder that a country ranking is a snapshot, not a fixed map.

The largest buyers

Across all countries, 22,064 different buyers had at least one open construction tender. That figure is worth pausing on. Public construction demand is not controlled by a handful of national agencies. It is spread across ministries, municipal corporations, road authorities, school building programmes and state-owned enterprises.

Seven of the ten busiest buyers are in India. The two Bangladesh entries are irrigation and water management projects run through the agricultural development corporation, a reminder that construction work is also bought by agencies outside the building sector.

Even so, the top five buyers together account for 2,496 open tenders, or 6% of the worldwide total. The practical conclusion is that no shortlist of large buyers will cover this market. On average, each buyer has about two open construction tenders.

What contracts are worth

Value information is uneven. Of the 45,067 open construction tenders, 19,785 state an estimated value, or 44%. The remaining notices do not state a value in the notice.

Where values are stated, they appear in several currencies, so the picture differs by market.

In EUR, across 3,986 tenders, the median stated value is EUR 300,000, with the middle half of notices falling between EUR 82,820 and EUR 1,749,480.

In BRL, across 3,782 tenders, the median stated value is BRL 851,446, with the middle half between BRL 300,511 and BRL 2,943,224.

In UAH, across 2,956 tenders, the median stated value is UAH 564,215, with the middle half between UAH 163,285 and UAH 2,517,137.

Read those ranges as a description of what is advertised, not as a prediction of contract value. A median tells you where the middle of the market sits. The spread around it is wide, so a supplier needs to filter by size as well as by country and sector.

Deadlines and time to bid

Deadlines in this market are short. Of the open tenders with a stated deadline, 17,277 close in under seven days. A further 24,176 close in 7 to 29 days. Only 2,211 close in 30 to 59 days, and 984 have 60 days or more left. Another 419 open tenders state no deadline at all.

The median time left to bid on an open construction tender is 10 days. The median gap between a notice first appearing and its deadline is 15 days.

Those two numbers explain why daily monitoring matters. If you review opportunities once a month, you will see a large share of them after bidding has closed. A tender that appears today with a 15-day window is, in practice, a two-week project to assess, price and submit.
