Where the notices are published
The tenders behind these counts come from official sources. EU TED accounts for 1,770 open tenders, Brazil PNCP for 194, US SAM.gov for 171, Ukraine ProZorro for 128, Greece KIMDIS for 124, Spain PLACSP for 111, Germany Vergabe for 86 and UK Find a Tender for 83.
Each of those portals publishes its own registration requirements, and suppliers should check them directly on the portal before planning a bid. The official sites are EU TED, US SAM.gov, Ukraine ProZorro, Greece KIMDIS, Spain PLACSP and UK Find a Tender.
The largest buyers
No single buyer dominates this sector. The busiest buyer by open tenders is Bundesrepublik Deutschland, vertreten durch das Bundesministerium des Innern, vertreten durch das Beschaffungsamt des BMI, in Germany, with 26 open tenders. The next is Registerenheten i Brønnøysund in Norway with 13, then Public Works Authority in Qatar with 12.

Those five busiest buyers together account for 73 open tenders, which is 2% of the total. The remaining demand is spread thinly across thousands of organisations, from national ministries and central purchasing bodies to municipalities.
For a supplier, that shape has a practical consequence. A shortlist built around a handful of well-known central buyers will miss most of the market. Norway, for example, appears four times in the top ten (Registerenheten i Brønnøysund, FORSVARSMATERIELL, AS Vinmonopolet and Digitaliseringsdirektoratet), while Germany appears once despite leading the country ranking.
What contracts are worth
Value information is not published on every notice. Of the 3,687 open IT services tenders, 1,836 state an estimated value, which is 50% of the total. On the other half, no value is given at the notice stage.
Where values are stated, they appear in several currencies, so the figures are not directly comparable across borders without conversion.
In EUR, 970 tenders state a value. The median is EUR 600,000, and the middle half of those tenders falls between EUR 180,000 and EUR 3,269,400.

The spread within each currency is wide: in EUR, the top of the middle half is more than 18 times its bottom. Because half of all notices carry no stated value at all, suppliers should expect to work from the scope description on many tenders rather than from a headline figure.
Deadlines and time to bid
Among open tenders with a stated deadline, 1,038 close in under 7 days, 1,867 close in 7 to 29 days, 270 close in 30 to 59 days, and 429 close in 60 days or more. A further 83 open tenders have no stated deadline.
The median time left until the deadline is 13 days. The median gap between a notice first appearing and its deadline is 18 days.
Two things follow from those numbers. First, the pipeline moves quickly: 3,049 new IT services tenders appeared in the last 7 days, against 1,038 closing in the next 7 days. Second, the window to prepare a response is short by default. With a median of 18 days between publication and deadline, and a median of 13 days remaining on what is currently open, suppliers who review opportunities weekly rather than daily risk finding that relevant notices have already closed.
