Facilities management is one of the steadier categories in public procurement. Buildings need cleaning, maintenance, security and grounds care whether budgets are rising or falling, and the notices keep coming. As of 7 October 2026, ScoutTide has collected 12,091 open facilities management tenders from official procurement portals worldwide. These counts change daily as new notices appear and deadlines pass.

An open tender here means one published on an official portal whose deadline has not yet passed. Where a portal states no deadline, it means a notice first seen within the last 60 days. The figures below are what ScoutTide has collected, not every tender that exists.

Where the demand is

Open facilities management tenders appear in 114 countries. The spread is wide, but the top of the ranking is concentrated.

The countries with the most open facilities management tenders:

  • Brazil: 1,261
  • France: 929
  • India: 862
  • Ukraine: 805
  • Greece: 684
  • Germany: 637
  • Kazakhstan: 609
  • Spain: 580
  • United States: 421
  • Poland: 343
  • Chile: 327
  • Taiwan: 314
  • Netherlands: 278
  • Philippines: 213
  • Colombia: 198

The five countries with the most together account for 4,541 open tenders, which is 38% of the total. That leaves a long tail: the remaining countries in the list each hold a smaller share, and many of the 114 countries have only a handful of notices open at any moment.

Brazil leads on volume, and its notices come through the national PNCP portal. France and Germany sit inside the EU TED system, which alone accounts for 2,721 open facilities management tenders. India's notices arrive through India CPPP, Ukraine's through Ukraine ProZorro, Greece's through Greece KIMDIS, Kazakhstan's through Kazakhstan Goszakup, and Chile's through Chile MercadoPublico.

The largest buyers

Across all countries, 7,829 different buyers have at least one open facilities management tender. The busiest of them, with the number of open tenders each:

  • E-IN-C BRANCH, MILITARY ENGINEER SERVICES, India: 343
  • Ministry of Railways, India: 208
  • ESTADO DO CEARA, Brazil: 63
  • ΥΠΟΥΡΓΕΙΟ ΕΘΝΙΚΗΣ ΑΜΥΝΑΣ, Greece: 33
  • 台灣中油股份有限公司, Taiwan: 31
  • SAO PAULO SECRETARIA DA SEGURANCA PUBLICA, Brazil: 28
  • COMANDO DO EXERCITO, Brazil: 27
  • CAJA COSTARRICENSE DE SEGURO SOCIAL, Costa Rica: 23
  • Employees State Insurance Corporation, India: 23
  • وزارة الصحة, Oman: 23

The five busiest buyers together hold 678 open tenders, which is 6% of the total. That is the useful part of this picture: no single buyer dominates. Even the largest one, E-IN-C BRANCH, MILITARY ENGINEER SERVICES, holds a small slice of a market spread across thousands of organisations.

The pattern in the list is worth noting. Defence and military engineering bodies, railway operators, state governments, health services and national oil companies all run facilities management procurement at scale. These are recurring needs rather than one-off projects, which is why the same names tend to reappear.

What contracts are worth

Not every notice states a value. Of the 12,091 open facilities management tenders, 6,170 state an estimated value, which is 51% of the total. The rest publish without one.

Where values are stated, they are given in local currency. Three currencies carry most of the notices with figures:

  • In EUR, across 1,930 tenders: median EUR 260,000, with the middle half between EUR 23,274 and EUR 1,000,000.
  • In BRL, across 1,114 tenders: median BRL 223,842, with the middle half between BRL 40,586 and BRL 1,104,067.
  • In UAH, across 796 tenders: median UAH 150,000, with the middle half between UAH 52,844 and UAH 448,286.

The spread matters more than the median. In each currency the middle half of tenders runs from a few tens of thousands to around a million, which means small local contracts and large multi-site contracts sit side by side in the same category. A supplier pricing a bid should look at the range rather than the midpoint.

Deadlines and time to bid

Most open facilities management tenders carry a stated deadline. Of those, 5,047 close in under 7 days, 5,946 close in 7 to 29 days, 548 close in 30 to 59 days, and 420 close in 60 days or more. A further 130 open tenders have no stated deadline.

The median time left until the deadline is 8 days. The median gap between a notice first appearing and its deadline is 16 days.

Two things follow from that. First, the pipeline moves quickly: 5,181 new facilities management tenders appeared in the last 7 days, and 5,063 are closing within the next 7 days. Second, bidding windows are short. A median of 16 days from publication to deadline leaves little room for a slow review process, so suppliers who check a list once a week will often see a notice with only a few days left.

Tracking tenders across countries

Facilities management procurement is not concentrated in one portal or one region. The notices in this dataset come from a set of official sources, with open tender counts as follows:

Each of these portals publishes its own registration requirements, and suppliers should check them on the portal itself before planning a bid.

ScoutTide collects open tenders from official portals, matches them against what a company sells, sends a daily list of new matches, and shows titles in English. That covers the mechanics of finding notices across 114 countries without checking each portal by hand.
