Italy publishes its public tenders through a small number of official channels, and the notices themselves carry useful detail: stated values, deadlines, and the name of the buyer. As of 2 November 2026, ScoutTide has collected 2,792 open public tenders in Italy across all sectors. That figure counts the open tenders ScoutTide has collected on that date, and it changes daily as new notices appear and deadlines pass.

This guide sets out where those tenders come from, which sectors carry the most open notices, who the busiest buyers are, and how much time bidders typically get. It closes with a routine for working through the portals without visiting each one by hand.

Where public tenders are published

The open tenders ScoutTide has collected for Italy come from three official sources. Each source publishes its own notices, and each portal publishes its own registration requirements, so check them there before you plan a bid.

  • EU TED: 1,646 open tenders. This is the EU-level publication point for notices above the thresholds that send a contract to the EU journal.
  • Italy ANAC PVL: 1,138 open tenders. This is the Italian national platform for legally required publication of contract notices.
  • UN Global Marketplace: 8 open tenders. This is the United Nations procurement portal, which occasionally carries Italian notices.

The two large sources overlap in subject matter but not in function: TED handles the EU-level publication, ANAC PVL the national one. A buyer may appear on either or both. You can see the full set of sources on the official sources ScoutTide reads.

Italy ranks 23 of 183 countries by open tenders in the data ScoutTide has collected. That ranking reflects the number of open notices collected on the date, not the size of the procurement market.

What is in demand

The sectors with the most open tenders in the Italian data are led by construction, with 510 open tenders. Healthcare follows with 376, then engineering services with 245. The rest of the top group:

  • Facilities management: 175 open tenders
  • Environmental services: 165 open tenders
  • Transport and logistics: 149 open tenders
  • Manufacturing: 118 open tenders
  • IT services: 82 open tenders

Construction and healthcare together account for a large share of the notices, which fits the pattern of Italian public spending: building work, maintenance of public buildings, medical supplies and hospital services. Engineering services appear separately because design, supervision and technical consultancy are often procured as their own contracts rather than bundled into construction.

If your company sells into any of these areas, the sector pages let you narrow the view:

Who buys

The open tenders ScoutTide has collected come from 1,724 different buyers. That spread matters: no single authority dominates the picture. The five busiest buyers together account for 74 open tenders, which is 3% of the total.

The ten buyers with the most open tenders, each with its count:

  • ROMA CAPITALE: 17 open tenders
  • ESTAR, Ente di Supporto Tecnico Amministrativo Regionale: 16 open tenders
  • PROVINCIA DI BRESCIA: 15 open tenders
  • CITTA' METROPOLITANA DI MESSINA: 13 open tenders
  • Provincia di Monza e della Brianza: 13 open tenders
  • ARETI S.P.A.: 12 open tenders
  • ASL BAT: 12 open tenders
  • Consip S.p.A. a socio unico: 11 open tenders
  • Giunta Regionale: 11 open tenders
  • INTERCENT-ER AGENZIA REGIONALE DI SVILUPPO DEI MERCATI TELEMATICI: 10 open tenders

The pattern is mixed. Some of the busiest buyers are municipal or provincial authorities, some are regional health agencies, and some are central purchasing bodies or regional market agencies that run framework agreements and electronic marketplaces on behalf of other public bodies. A contract published by a purchasing body may be usable by many public administrations, so a single notice can open a route to more than one buyer.

Because the busiest buyers account for only a small share of the total, a strategy built around watching a handful of large authorities will leave most of the notices unseen. The long tail of 1,724 buyers is where most of the open tenders sit.

Deadlines: how much time you get

Of the 2,792 open tenders, 2,763 carry a stated value as ScoutTide reads the notice. That is 99% of the total. The median stated value is EUR 770,000, and the middle half of the values falls between EUR 305,731 and EUR 2,986,776. Values are stated in euros.

Time left to bid, for open tenders with a stated deadline:

  • 650 close in under 7 days
  • 1,846 close in 7 to 29 days
  • 205 close in 30 to 59 days
  • 91 close in 60 days or more

The median days left until the deadline is 14. The median gap between a notice first appearing and its deadline is 32 days. In practice, that means a typical notice gives you about a month from publication to submission, but by the time you look at any given notice, roughly half the window may already be gone. The 650 tenders closing within the next 7 days are the ones where a slow reading routine costs you the chance to bid.

New notices arrive steadily: 674 were new in the last 7 days. That is the number to plan around. If you check the portals once a week, you meet a batch of 674 at once, many of them already partway through their window.

A practical routine for finding tenders

A workable routine has four steps.

First, decide what you sell in the terms the notices use. A company selling building materials belongs under construction; a company supplying medical consumables belongs under healthcare; a firm providing cleaning and maintenance belongs under facilities management. The sector pages above give you a starting view.

Second, check the official portals directly for anything you intend to bid on. The notice on TED or ANAC PVL is the authoritative document, and each portal publishes its own registration requirements, so read them there. ScoutTide does not replace the portal; it tells you which notices exist so you know where to look.

Third, work backwards from the deadline. With a median of 14 days left on open tenders and a median publication-to-deadline gap of 32 days, the useful moment to see a notice is the day it appears, not the week before it closes. A notice you find with three days left is usually a notice you cannot answer properly.

Fourth, keep a record of which buyers publish the kind of work you do. The busiest buyers list above is a starting point, but with 1,724 buyers active, the more useful list is the one you build yourself from the notices that match your products.

The manual version of this routine means visiting TED, ANAC PVL and UN Global Marketplace regularly, filtering by sector and by region, and reading notices in Italian where the national portal publishes them that way. ScoutTide collects open tenders from official portals, matches them against what a company sells, sends a daily list of new matches, and shows titles in English. That replaces the daily sweep of each portal with a single list, and it means the 674 notices that appeared in the last 7 days reach you as they arrive rather than in a weekly batch.

If you want to see how that works for your sector, sign up to get tenders like these matched to what you sell. You can compare options on plans and pricing.
